Charges: Iowa man was ‘targeted and executed’ in St. Paul parking lot

A Minneapolis man has been charged with murder in the fatal shooting of a man officials say was “targeted and executed” in a St. Paul parking lot.

Kueth Chuol Ngut, 22, was charged with two counts of 2nd-degree murder in Ramsey County court on Friday, three days after he allegedly shot and killed Lul Dak Chak, 32, of Iowa.

According to the criminal complaint, St. Paul police officers were called to a report of a shooting on the 1200 block of University Avenue West at around 12:30 a.m. Tuesday. At the scene, officers found a man later identified as Chak lying on the ground of an apartment parking lot.
