Suspect in wheelchair returned home after Lucas, Allen county jails say facilities not equipped to accommodate

TOLEDO, Ohio — A suspect with multiple felony warrants and charges in both Toledo and Allen County was returned home Sunday after two jails said they could not adequately accommodate for the medical needs of the suspect, who uses a wheelchair.

In a Toledo police report, authorities responded to the Walmart on Glendale Avenue at approximately 7 p.m. regarding an assault involving two people. Once at the scene, police arrested 30-year-old Zachary Barnes who, according to court documents, strangled a 31-year-old woman referred to in the report by her surname, “Douglas”.

Barnes was charged with both fourth-degree felony strangulation and fifth-degree felony possession of controlled substance. Court documents alleged Barnes had crack-cocaine in his possession. A judge set Barnes’ bond at $25,000, no percent. He was ordered to have no contact with Douglas…
