A Blair County couple is facing animal neglect charges after over a dozen dogs and a cat were found in poor condition last month at a home in Duncansville. Gary and Karen Lombardo, ages 71 and 70 respectively, have been charged with nearly 70 offenses, including animal cruelty and neglect.
