An alleged affair between a corrections officer and an inmate at the State Correctional Institution at Pine Grove in White Township has led to a felony count of institutional sexual assault and misdemeanor counts of official oppression and obstruction of the administration of law against the officer, an Indiana-area woman.
Kelsey Rae Muir, 30, was arraigned Wednesday before Clymer Magisterial District Judge Christopher S. Welch, who released her on an unsecured bond of $25,000 pending a preliminary hearing Oct. 28 at 9:40 a.m.
In the affidavit of probable cause written by state Department of Corrections Agent Alexandria Constantine, the inmate, referred to only as “M.T.” was quoted as having started a friendship with Muir “with the intent of him and CO Muir fully pursuing a romantic relationship upon his parole.”…
