Police: Couple robs homeless Elkton man inside his tent

ELKTON — A man and a woman remained jailed on Tuesday night after they allegedly attacked and robbed a homeless man inside his tent in Elkton, according to Cecil County District Court records.

Investigators identified the suspects as Elkton residents Justin William Hand, 27, and 50-year Brandy Lee Gibbs, who, according to court records, had been “longtime friends” with the alleged victim.

The investigation leading to their arrests and the charges against them started at approximately 11:45 p.m. on Wednesday (Sept. 25), when the alleged victim went to Elkton Police Department’s headquarters on Railroad Avenue and told an officer that he had been robbed, court records show…
