A Volusia County Council meeting Tuesday about the possible adoption of a rural boundary charter amendment , a tool that could curb growth, drew a number of residents who blamed new housing developments for causing persistent flooding in the county.
John and Pat Joslin, who started Common Ground Farm in DeLand , have lived in the area for over 30 years and have been farming in what used to be a rural area for about 15 years. They’re near Victoria Park and other developments. They have a DeLand address but live in unincorporated Volusia County, not the city boundaries.
