Oct. 18—Española Mayor John Ramon Vigil continues to draw allegations of bad behavior.
The young politician, already accused of “unethical and improper conduct” in a pending whistleblower lawsuit filed by a former city manager, faces a new complaint by a former employee accusing him of sexual harassment and fostering a hostile work environment.
