Supporting Low-Income Households in New York
The New York State Public Service Commission (PSC) has approved the Renewable Energy Access and Community Help (REACH) program, aimed at providing electric bill credits to low-income households in disadvantaged communities across New York State.

A Response to Renewable Energy Needs
The REACH program arises from the New York Power Authority’s (NYPA) expanded capabilities to develop and operate renewable energy projects, as authorized in last year’s State Budget.
The program seeks to ensure that low-income residents are not overlooked in the shift to a clean-energy economy.
Enhancing Consumer Protection
Rory M. Christian, Chair of the PSC, emphasized the commission’s commitment to protecting consumer interests. He noted that the REACH program is crucial for providing disadvantaged communities access to renewable energy, aligning with New York’s broader clean energy goals.
Financial Support for Vulnerable Communities
NYPA President and CEO Justin E. Driscoll explained that the REACH program will benefit low-income electric ratepayers through credits funded by revenues generated from new renewable energy projects. This approach supports vulnerable households while utilizing local renewable resources and larger projects across the state’s power grid.
