CITRUS HEIGHTS, Calif. — Citrus Heights police officers arrested a man accused of domestic violence after a nearly two-hour stand-off Monday night.
Shortly before 4:40 p.m., officers received a report of a domestic violence incident at the 7500 block of Tiara Way. The caller said her boyfriend, later identified as 41-year-old Justin Phillips, physically assaulted her.
