Maryland Woman Pleads Guilty to Insurance Fraud and Felony Theft

Attorney General Anthony G. Brown announced today that Shanell Angelia West, 46, of Essex, Maryland, has pleaded guilty to charges of insurance fraud and felony theft in separate cases in the Circuit Court for Baltimore County.

West, a former clerk at the Maryland Department of Labor, admitted to a theft scheme involving the alteration of checks intended for the state. She deposited these altered checks into her personal accounts while employed at the department and continued to forge checks even after her termination. The theft was valued between $1,500 and $25,000.

In a separate case, West also pleaded guilty to insurance fraud. She falsely claimed lost wages from a car accident after she had already been terminated from her state job in 2022…
