‘Too many chances’ South Knoxville man suing out-of-state contractor for poor work

KNOXVILLE, Tenn. (WATE) — A South Knoxville family said they were scammed by an out-of-state driveway paving business.

Out-of-state paving businesses travel into East Tennessee most often in the spring. Authorities report the pavers typically will travel through city after city staying in hotels. They go door to door in an area, claiming to be working on a job nearby. Three people who hired the same business coming from the Georgia-South Carolina border near Augusta heard a similar story.

Joe Terry said his driveway was supposed to have been laid with tar and chips. That’s a paving method that involves layering hot liquid asphalt over a gravel base and then covering it with stone chips. He signed a contract with Paving Solutions out of South Carolina. He wrote a check for $10,000 to Derrick Carroll in May 2023.
