BALTIMORE, MD (WBFF) — A 16-year-old boy has been arrested in connection to a homicide that occurred in the Eastern District back in August.
Investigators learned that on Aug. 18, 2024, the juvenile shot 46-year-old Ronald Carroll while in the 1900 block of East North Ave.
