CARTER COUNTY, Tenn. (WJHL) — They multiplied as rapidly as the waters spilling over the banks of the Doe and Elk rivers — a torrent of 911 calls to the Carter County Emergency Communications between noon and 1 p.m. Sept. 27.
The 82 calls, obtained by News Channel 11 — paint a picture of low-lying areas, particularly in Hampton, Valley Forge, Elk Mills and Poga — quickly turning into scenes of destruction and grave risk to people stuck inside homes and cars.
