The Montgomery County SPCA has removed and/or replaced most of its top managers and board of directors, and has committed to spending more to fix up its facilities, The Philadelphia Inquirer reported.
The changes came in the wake of an Inquirer investigation in September which revealed unsavory practices and more than $67 million in assets.
“It’s a mystery to me why it got to the point where it got,” the shelter’s new board president, Art Howe, told The Inquirer. “It’s absolutely time for a change, and we have made a lot of progress in the last four or five weeks.”…
