LEBANON COUNTY, Pa. (WHTM) — A tractor-trailer driver faces homicide by vehicle and other charges after State Police say he allegedly caused a fatal crash in February.
Hugo Medrano Espino, 42, of California, did not completely stop at an intersection with a posted stop sign and traveled into traffic, causing the fatal crash that killed the driver of the other vehicle, Ira Mast, according to charging documents.
State Police said in the charges they saw the tractor-trailer, parked past a stop sign, and a GMC Canyon both with a lot of damage to the front of each vehicle, and the tractor-trailer’s bumper was in front of the GMC.

When Medrano Espino was questioned at the scene he said he was going slow because there was a blind spot from a hill that was blocking him from being able to see traffic. The charges show that he continued until he could see, putting him past the stop sign and into the lane of travel and in the path of Mast’s vehicle…
