A reward is being offered for anyone who can provide information identifying the owner of a dog found abandoned in Warren on Tuesday.
Healthy Hearts & Paws President and CEO Jason Cooke tells 21 News the dog, who has since been named Winter, was found abandoned in the middle of Palmyra Road in Warren and was brought to the Healthy Hearts and Paws Project.
In a Facebook post, Cooke described Winter’s condition as “the worst [he’s] ever seen,” stating that he was emaciated and dehydrated, had infected wounds throughout his body and showed signs of cancer in his lungs. His ears have also been cut off…
