NEW MEXICO (KRQE) – A New Mexico teacher is now receiving national recognition for her dedication to education. Rashinda Billie, a fifth-grade teacher at Kirtland Elementary, was surprised with her Milken Educator Award, along with a $25,000 check at a school assembly Thursday.
