SYRACUSE, N.Y. (WSYR-TV) — Cortland County Commissioner of Social Services Kristen Monroe spoke to NewsChannel 9 in an interview on Monday, Dec. 16, about the death of 4-year-old Rykelan Brown.

Father of Rykelan Brown indicted for upgraded murder charge

Rykelan’s father, Joshua Emmons, was granted custody of him by the Cortland County Department of Social Services two months before Rykelan died in the hospital in late May due to blunt trauma injuries allegedly caused by Emmons.

Emmons is facing charges of second-degree murder, first-degree manslaughter and endangering the welfare of a child.
