ROCKFORD, Ill. (WIFR) – The 13th annual Tour de North End bike festival and block party shows off the neighborhood as a bike-friendly area.
The ride began at 1 p.m. Sept. 28, and riders collected passport stamps from more than 15 North End locations. The more stamps riders collected, the more chances they had to win prizes like a fat-tire cruiser.
