Elmore SPCA addresses new Animal Care Standards Act

PERU | A new slate of state regulations called the Companion Animal Care Standards Act reframes the way small shelters can respond to housing stray, lost or abandoned pets. The new law goes into effect next year on Dec. 15. But planning ahead is required to adjust for larger space, intake measures and increased vaccine mandates.

At Elmore SPCA, Executive Director Rebecca “Becki” Moss-Patnode said all shelters, rescue facilities and even some Trap, Neuter and Release (TNR) programs come under guidance of the new regulations. Though Elmore already follows much of the protocol, she and Elmore’s board have been working to address what many here say is one-size-fits-all legislation that doesn’t fit at all for small rescue facilities.

One of the top concerns with new regulations is room. Elmore will be required to double their canine kennel space, which Moss-Patnode said is a significant ask for small shelters…
