‘We understand that there is ice all over the city’: Streets director takes sharp questions about snow response at city hearing

ST. LOUIS, Mo. (First Alert 4) – More than a week after a snowstorm left neighborhood streets encased in ice, frustrated residents and aldermen called for an improved winter storm response during a Wednesday hearing.
