Clemson City Council gave preliminary approval last night to a new city ordinance that’ll spend TIF monies — tax increment financing — created through new developments, such as the controversial HUB Clemson, to build affordable housing. The idea behind TIF is to keep current city residents in their neighborhoods. And what are called two subareas have been identified: including an historically significant African-American neighborhood that includes a university-owned parcel. The plan involves partnerships between the city, Clemson University, Pickens County, and the school district. Decorum during the meeting was an issue, and it prompted Mayor Robert Halfacre to call off debate between council members John Ducworth and Catherine Watt.
