The start of the new year has ushered in a significant shift in local governance for the residents of Mulberry, as the city has taken the reins on a number of services previously managed by Gwinnett County. According to the Gwinett County statement released on January 3rd, the change, which became effective January 1, 2025, covers a spectrum of services from code enforcement to the collection of various taxes and fees.
In detail, the city now handles planning and zoning, issues permits, inspections, and will receive both insurance and telecommunications franchise fees. Mulberry will also be in charge of utility permits, and the remediation of city rights of way, associated with such permits. Additionally, the city has taken over the collection of Title Ad Valorem Tax, and the issuance and enforcement of financial institution occupational tax certificates, and other related business certificates, lastly, they are now responsible for alcohol beverage licensing.
This transition occurred without an Intergovernmental Agreement, leaving Gwinnett County unable to provide, permit or regulate these newly transferred services as stated in Mulberry’s legal Notice of Intent from last year.
