Dora Gallo is holding her breath for the next insurance quote.

Last year, premiums for the nonprofit she leads, A Community of Friends, rose nearly 200% — from $1.4 million to $3.8 million — to cover its portfolio of 47 properties. Spread across mostly urban neighborhoods in Los Angeles County, the roughly 2,000 apartments are reserved primarily for people exiting homelessness and who have a mental health disability.

The best Gallo can hope for, she said, is that premiums stay the same when it’s time to renew in January…
