CINCINNATI (WKRC) – Phantom Fest, an annual Halloween celebration, is expanding to Cincinnati with its first-ever Phantom Film Festival.
The event will take place from Oct. 31 to Nov. 2 at the Esquire Theatre and Alive & Well.
