ST. LOUIS, Mo. (First Alert 4) – Homeowners in University City have been in limbo waiting for buyouts after repeated flooding over the years.
A dozen homes on Wilson Avenue, plus the Hafner Court apartment complex are part of a planned buyout from FEMA.
