With forecasts calling for temperatures in the single digits and a wind-chill factor of zero degrees Thursday night, the city of Fort Collins announced it will activate its emergency weather shelter plan for the second time in three nights.
The city also activated the emergency shelter plan Tuesday night , working with its partners to provide overnight shelter for the unhoused.
