State police superintendent: A man is dead because Richard Allen defense broke gag order

CARROLL COUNTY, Ind. (WFFT) — Indiana State Police Superintendent Douglas Carter spoke openly about the Richard Allen trial for the first time since a two-year gag order was lifted.
