Stockton Mayor Kevin Lincoln concedes congressional race to U.S. Rep. Josh Harder

Stockton Mayor Kevin Lincoln has conceded defeat in his congressional race against incumbent U.S. Rep. Josh Harder.

Harder, a Democrat, was first elected to Congress in 2018, and on Monday declared victory in last week’s election for California’s District 9 seat, which represents parts of San Joaquin, Contra Costa and Stanislaus counties.

Across the three counties, Harder had 117,071 votes compared to 108,946 for Lincoln — a difference of 8,215 as of the latest unofficial results released Wednesday. That lead has only grown since Election Day, prompting Lincoln on Wednesday to acknowledge that he fell short…
