Richmond man sentenced to life plus 63 years following 4 robberies, murder of Dollar General clerk

RICHMOND, Va. (WRIC) — A Richmond man has been sentenced to life with an additional 63 years in prison in connection to the murder of a 50-year-old Dollar General employee during an armed robbery, as well as three other armed robberies throughout the city.

On Wednesday, Oct. 2, 60-year-old Mark Palmer was sentenced to life plus 63 years in prison for four armed robberies in Richmond’s Southside, including one in which he murdered 50-year-old Dollar General employee Kamarr B. Hall Sr. , according to the Richmond Commonwealth’s Attorney’s Office.

The office said Palmer was convicted of the following charges:

  • Use of a firearm in murder and first-degree murder of Kamarr B. Hall Sr. at the Dollar General located in the 3300 block of Richmond Highway on Dec. 13, 2023.
  • Armed robbery of the clerk and use of a firearm in a robbery at the Dollar General located in the 5200 block of Hull Street Road on Dec. 11, 2023.
  • Armed robbery of the clerk and use of a firearm in a robbery at the Family Dollar in the 1200 block of Westover Hills Boulevard on Dec. 8, 2023.
  • Armed robbery of the clerk — a juvenile high school student — and use of a firearm in a robbery at the Walgreens located in the 5100 block of Hull Street Road on Nov. 26, 2023.
