CONYERS — A member of Rockdale County’s Soil and Water Conservation District board died Tuesday after speaking at a state Capitol hearing on the BioLab chemical fire.

Kenny Johnson, one of five supervisors on the Soil and Water Conservation District board, addressed state legislators who had called a meeting to hear from area residents and businesses on the BioLab incident.

Johnson appeared to be experiencing some distress when he began his remarks, saying, “Let me catch my breath.”…
