JEFFERSON COUNTY, Ohio — Centered around one of the most hotly contested aspects of elections, particularly in Ohio, Issue 1 aims to create a redistricting commission that advocates believe would help eliminate gerrymandering.

“Gerrymandering basically deals with the question, ‘how do you draw the district lines? ‘” said Calb Henry, a professor at Franciscan University of Steubenville.

“Gerrymandering is when you are drawing the district with the intention of partisan advantage, which, to be very clear, means that each party believes the other party does gerrymandering but not them.”…
