House GOP pledges major movement on income tax reduction in General Assembly’s first week

FRANKFORT, Ky. — Winter Storm Blair closed schools and businesses across the Bluegrass State to start the week, but it didn’t prevent the Kentucky General Assembly from gaveling in Tuesday for the first time in 2025.

With no biennial budget to approve, this year’s legislative session will last 30 days. Lawmakers will gather for four days this week in Frankfort before adjourning until February. The final day of the session is scheduled for March 28, after a 10-day veto period during which Gov. Andy Beshear will review bills passed by the legislature.

Republicans hold a supermajority in both chambers — 80-20 in the House, 31-7 in the Senate. And House Speaker David Osborne, R-Prospect, made it clear House Bill 1, which would cut the state income tax from 4% to 3.5%, is the party’s No. 1 priority…
