WASHINGTON — Two teenagers, including a 14-year-old girl, were facing charges after police said they repeatedly rear-ended a vehicle and carjacked the driver after the victim got out of the car.
According to the Metropolitan Police Department (MPD), the carjacking happened on New Year’s Day.
