TEXAS CITY, Texas — A Houston man was arrested after a five-day investigation by the Texas City Police Department’s Internet Crime Against Children Task Force. Franklin Abel Paz-Sagastume, a 38-year-old, was charged with online solicitation of a minor.Paz-Sagastume allegedly began chatting with someone he believed to be a 14-year-old girl in early January 2025, according to the Texas City Police Department. He traveled from Houston to Texas City on January 10, 2025, intending to meet the minor for a sexual encounter where, instead, he met with investigators. The arrest was made with assistance from the department’s Crime Suppression Unit, Criminal Investigation Division, Drone Team, K-9 Atom, and Crime Scene Units.Paz-Sagastume’s bond was set at $100,000.
