PLATTSBURGH, NY — Elmore SPCA has a new pet adoption outreach center in Plattsburgh. The space is location inside Champlain Centre shopping mall. The mall donated the space to Elmore SPCA. Pets will not be kept at the space. But, it will be used to host adoption events.
