Registered sex offender arrested after escape attempt in Rochester

ROCHESTER, Minn. – Police say they recaptured a registered sex offender after he escaped from a halfway house.

The Rochester Police Department (RPD) says it got a report around 1:25 am on Monday that Kurt Jennings, 43, had cut off his electronic ankle monitor and left Damascus Way on Campus Drive SE without permission. A search involving a K9 dog was started.

RPD says footprints were followed east to some train tracks toward 50th Street SE. After getting a report of a suspicious male matching Jennings’ description, officers say they located him and after a brief foot chase, Jennings was arrested near Highway 14 and 40th Avenue…
