Outrageously Expensive California city earns “Prohousing” Designation by state bureaucrats

The California Department of Housing and Community Development (HCD) announced that San Francisco has earned the Prohousing Designation, marking a significant policy shift aimed at accelerating housing development in the city. This recognition comes one year after the release of HCD’s Housing Policy and Practice Review (PPR), a groundbreaking evaluation that identified local barriers to housing production and required the city to implement 18 reforms.

Since then, San Francisco has enacted multiple changes to streamline approvals and reduce restrictions on housing, including eliminating parking requirements for residential projects and allowing mixed-use developments citywide. Additionally, new legislation enables Enhanced Infrastructure Financing Districts to support large-scale housing projects, bridging essential financing gaps.

Mayor London Breed emphasized the importance of these reforms, stating that the designation reflects a collaborative effort to make San Francisco more affordable. As a designated Prohousing city, San Francisco now gains access to additional grants and funding opportunities to further housing and infrastructure development, joining 51 other communities statewide in receiving this status.
