Seaside to crack down on animal breeding with proposed spay and neuter ordinance

SEASIDE, Calif. — Seaside’s Animal Control officer and community members drafted an ordinance requiring people to get a breeding permit or spay and neuter their dogs and cats by the time they are 6 months old to address the increasing cat and dog breeding issue.

“We’ve had a major issue with what we call backyard breeders and these are people who essentially are breeding cats and dogs without a permit,” said Seaside police Chief Nick Borges. “They’re holding on to dogs and just for the purpose of making money.”

If breeders can’t sell the cats or dogs, they’re dumped throughout the area…
