SHEBOYGAN – Nearly every city has landlords who get reputations of non-compliant properties to rent.
Around 30 years ago, the city of Sheboygan was in constant battle with Fred and Dina Matlin on what seemed a nearly daily basis, according to city building inspectors at the time.
