STATEN ISLAND, N.Y. — Staten Island artist and activist Scott LoBaido was arrested Wednesday morning following a protest in which he mounted his vehicle and flipped his middle finger to the congestion pricing cameras in Columbus Circle.
Following his arrest, LoBaido was released with two summonses for disorderly conduct, creating a hazardous condition and obstruction of vehicular traffic, according to an NYPD spokeswoman.
