Dillsburg man charged with home improvement fraud, theft after refusing to replace homeowner’s windows

CARROLL TOWNSHIP, Pa. (WHTM) — A Dillsburg man was arrested and charged with theft and home improvement fraud after refusing to replace a homeowner’s windows despite collecting a deposit.

According to Carroll Township Police, in April 2023, 66-year-old William Finkbone was hired by a Carroll Township homeowner to replace their windows, providing a deposit of over $3,900 to secure the necessary materials. However, police say Finkbone allegedly failed to order the materials and refused to return the deposit despite the homeowner’s requests.
